Smart Cities Progress Report launched, 3800 projects out of 5000 tendered so far
Assessing its progress and success, the Smart Cities Council India, part of the global consortium of smart cities, recently concluded the 6th Smart Cities Summit – SM@RT URBANATION – at Hotel Ashok Lalit in Bengaluru. Organised on September 24th-25th, the event outlined India’s urban reality and future, further strengthened with technological revolution. It was a perfect amalgamation of an exhibition with 40 exhibitors, a two-day conference with more than 80 high profile national and international speakers and the Smart Cities Awards that recog-nised more than 40 cities.
Also, this year, the 14th CONSTRUCTION WORLD Architect & Builder Awards 2019 (CWAB 2019) got bigger and smarter as it collaborated with the 6th SM@RT URBANATION event, recognising and awarding over 40 leading architects and builders in India. Over the last 14 years, CWAB has been acknowledged and honoured for its contribution towards Architects and Builders attaining status and growing business along with gaining fame. And going forward, architects have a major role to play in India’s smart plan – to plan better, smarter, inventive, green infrastructure and energy-efficient architecture design.
Adding to the optimism in the hall, Shri Kunal Kumar, Joint Secretary, Smart Cities Mission Director, Ministry of Housing & Urban Affairs, Government of India, launched the recent Smart Cities Progress Report. During the launch of the report, he said, “Of the 5,000 projects that 100 cities had proposed, we have tendered out 3,880 projects worth Rs 1,418 billion; grounded 3,100 projects worth Rs 1,004 billion; and completed 1,100 projects worth over Rs 201 billion. This is only one aspect of what the mission has achieved. The remaining projects are expected to be tendered out by March 2020.” The report includes all the recent data from the Min-istry of Housing and Urban Affairs on projects completed, operational, under implementation and tenders floated. “In the case of recent tenders floated,” Kumar highlighted, “12 cities have issued tenders for 12 Smart Command and Control Centres projects; 41 cities have issued tenders for
92 PPP projects; 49 cities have issued tenders for 107 Smart Roads projects; 8 cities have issued tenders for 10 Smart Solar projects; 20 cities have issued tenders for 31 Wastewater projects; and 26 cities have issued tenders for Smart Water 46 projects.”
Mr Pratap Padode, Founder & Director, Smart Cities Council India, gave the perfect start to the event. In his welcome address, he said, “The opportunity for building cities that last centuries is available to our current leaders. The Delhi-Mumbai Industrial Corridor has planned eight indus-trial cities. Planned to come up around a radial distance of about 25 km from the proposed international airport at Navi Mumbai, NAINA city will now come up on just over a 334-sq km plot (Greater Mumbai is built on a 440 sq km plot). Recently, its development plan was cleared. Navi Mumbai probably was the last greenfield city that was planned and it has held its course. China has developed 30 cities in last thirty years with over 1 million population. India has 53 cities or rather urban agglomerations with over 1 million population while China has over 160. The municipal act needs an overhaul if we expect commitment for building sustainable cities that will last centuries.”
To make urbanisation a positive and productive transformation that will de-liver long-term gains to citizens, Shri Vijay Bhaskar TM, Chief Secre-tary, Government of Karnataka, elaborated on the three goals of Social Equitability, Economic Viability and Environmental Sustainability that need to be achieved. He added, “Urbanisation manifests itself in two ways: Expansion of existing cities and creation of new ones. The unprecedented urban growth that is expected, especially in countries such as India, de-mands a radical and proactive response. This will require a wide range of policies and practices to be conceptualised around a new socially inclusive and environmentally friendly paradigms. Technology has a role to play, and the global community is waking up to it. The current situation holds tremen-dous potential for governments to build cities of the future that can serve as engines of growth by attracting talent and investment in the global compet-itive landscape.”
Shri EV Ramanna Reddy, Additional Chief Secretary, Urban Develop-ment Department, Government of Karnataka, said, “Cities are engines of opportunity. And, our government has been continuously striving to at-
tain an equitable and holistic development of Urban Karnataka and for im-proving the quality of life of its citizens. Karnataka is looking forward to establish ideal Smart Cities, thereby emerging as a light house to the smart cities across the world by creating “Smart Sustainable Cities”, that is, cities that leverage the ICT infrastructure in an adaptable, reliable, scalable, ac-cessible, secure, safe and resilient manner.”
Addressing the audience, Mr DS Ramesh, Managing Director, Karna-taka Urban Infrastructure Development & Finance Corporation (KUIDFC), said, “The rapid shift from agriculture to manufacturing and services (mostly urban income) has accompanied and facilitated urbanisa-tion in the country. And, KUIDFC is playing an important role in address-ing the issues of urbanisation.” He added, “ULBs need to constantly up-grade skills and capabilities to their functionaries to overcome emerging challenges. OursState of Karnataka is also a frontrunner in “ease of doing business”, and many procedural changes aimed at easing the interaction and work with the departments are carried out.” On a concluding note, he invited all the business and industry partners to participate in the develop-ment of smart cities of Karnataka to make best use of this win-win situation.
All in all, Smart Urbanation was a grand gathering of industry stalwarts. The two-day conference focused on various opportunities and pertinent so-lutions with regards to Smart Cities. Topics covered in these conferences included, among others: Tackling Traffic Tantrums, Public Safety through the Lens of Technology, Building Affordable Cities, Managing Waste and Water, and Meeting India’s Energy Needs.
